The IPCC's Special Report on 1.5 Degrees was released on October 8. One of the 
report's central messages is that removing and storing large amounts of carbon 
dioxide from the atmosphere must now be considered a critical component of 
humanity's response to climate change if warming is to be limited to no more 
than 1.5 degrees Celsius.

What does the IPCC's new report have to say about carbon removal? Where does 
carbon removal fit into the full array of climate change response options? What 
does the report say about the risks of carbon removal and about how best to 
govern carbon removal technologies and practices?
