Jakob and all,

The situation in the US is actually a bit like the EU member states: the
overall situation is totally non-descriptive of the sub-units. That is, two
sets of states have bifurcated sharply and some now have pretty agressive
2030 target, while others have nothing. I know you're looking at national
level targets, but something to mention somewhere perhaps.
