I've had a look at them, and when it comes to exploring the targets of EU member states as well as non-EU states, I found the Grantham Institute's Climate Change Laws of the World Database (http://www.lse.ac.uk/GranthamInstitute/countries/) and WRI's ClimateWatch (https://www.climatewatchdata.org) most useful, the latter using the former's data.
