What brand of bottle is it?

Try filling it, seal it, hold it so the tube is down, and depress the
ball with your finger (tap it several times) and see if the water comes
out.  If it doesn't I'd suspect there is something up the double ball
valve jamming it.

Usually the bottles drip....
