Paper shredders leave a sharp cut edge on the waste paper,
which can cause considerable damage to an animal. (ever
get a paper cut? It's always the sharp cut edge of some piece
of paper or envelope...never a softly torn edge)
If you want to recycle paper, to be safe, you have to rip it up
not cut it.
I use a recycled paper bedding, which looks like old romance
novels and phone books, and it is run through some sort of
shredding process that rips it into soft edged chunks about a
quarter inch (1 cm) or so in size.
