The scale should not be a problem. Chlorine bleach is not good for
rodents though!.  I would leave the tank to air for at least a week
before you use it.

Hot water, left to dry out fully and exposed to a few hours of sunlight
is probably as good as bleach without the risks of exposure to chlorine.
