Yes and no :-)
I guess they are part of the impl, but we have created interfaces
that contain only what the spec says the models should.
I feel they belong in the spec module, so that we have something
to enforce conformance to the specs models.
Also so that if the spec is upgraded, it is obvious that these models
have to be updated.
