The standard approach is to use the system-packaged modules if they're
available, and build them oneself from CPAN if not.

If you're on a Debian-based system you should have access to
dh-make-perl, which is a short-cut for building Debian packages out of
CPAN modules. It's not pretty but it usually gets the job done.
