If I got you right, then the spec-files goes in tools/dist/rpm and all
other files goes into the contrib-subdirectory?

No. Please don't get me wrong. You know more about rpm's and its
generation than I (I know nothing about that :). What I want is to discuss
various possible solutions before making a decision.
