I have tested KDE 2.x with XF86 3.x.
In libggi/doc/env.txt I found this:
-----------------------------------------------------------------------------
GGI_MANSYNC_FPS - Specify the framerate for targets using mansync to do
SYNC mode. The default is 20fps.
If you are experiencing problems with the X target over
relatively slow remote connections it might be due to
connection overload. You might want to try with a lower
GGI_MANSYNC_FPS setting.
-----------------------------------------------------------------------------
So I tried GGI_MANSYNC_FPS with the values 5, 10 and 15. Result: KDE 2.x
is the cause of slowness (I think because of its heavy interprocess
communication). I have used KDE 1.1.2 on my old system.
