I was referring to the fact that the system can be extended at run-time,
with little or no expertise in kernel development.

For instance, one can implement a file system, restart it when it
crashes (instead of rebooting), debug it with gdb, and be blissfully
ignorant of the OS innards.

That’s what I meant by “practical freedom.”
