Err, you mean it happened to be bundled with the most common (only?)
GIMP binary distribution for Windows. Nothing would prevent
distribution-builders on other platforms from including a random mix
of it and other unofficial plug-ins, either. ("unofficial" meaning not
in GIMP sources.)
