Have a look at http://developer.gimp.org/ and particularly at http://developer.gimp.org/svn.html for subversion access and http://developer.gimp.org/HACKING for compilation but take into account that your mileage may vary depending on the platform you are on. I am successfully compiling unstable GIMP on Ubuntu Linux for example.
