An archive as follows:

brushrc/aqua
brushrc/charcoal
brushes/aqua
brushes/charcoal

,if extracted in your .gimp-2.4/ directory, should do the right thing.
Provided that brushrc filename references are either relative or have
no path component -- another implementation detail to work out.
