The GIMP's tear-off menus do not seem to work on Linux platforms. They "tear off" just fine but do nothing when used. This has been constant for me across GIMP 2.6 and 2.8 on Gnome 2 and Gnome 3 (Cinnamon fork). Looking for solutions, I discovered at least one report of the same problem in KDE. This was reported as a bug some time back but it expired unfixed. I could not find a "real fix" for this, I did see a practical work around: Hit the space bar after clicking on the desired command, and viola, the command is executed. I thought this was a problem inherent in the desktop window manager, until I was formatting some text in the Bluefish editor and noticed a dotted line at the top of a menu I was digging down to over and over. It turned out to be a tear-off menu that "just works." This suggests to me that the GIMP could also have tear-off menus that "just work."
