That was pretty difficult to get a handle on. Is this what you're looking for:
Windows/Dockable Dialogs/Layers (<ctl>L) 2nd thing down is an "Opacity" slider. Are you looking for a way to select a specific layer and operate on it using the Opacity slider via the keyboard? Or just find the slider in the first place?
