If your using linux, after the downloaded file is installed, it creates an html document. It defaults to the Mozilla browser but I use firefox and konqueror, they both read the document fine. OR it actually gets linked to the help tab in GIMP. it will use the browser your GIMP preference is set for. I don't know about windows if thats what your using.
