Some solutions for you doubts:
1. Rounded corners tutorial http://gug.sunsite.dk/tutorials/tomcat4/
2. Use the Newsprint plugin. It is applied for another effect in
http://gug.sunsite.dk/tutorials/tomcat2/ The idea is to create a B&W
draw, blur it, and finally apply the plugin.
3. Add a new layer over the image, using Color mode. Fill it with the
color you want.
