Look how you write:

  perl -e '... $ENV{'PATCHTMP'} ...'

That is, perl actually sees this script:

  ... $ENV{PATCHTMP} ...

(no quotes around PATCHTMP). That my be perfectly valid perl, but is not
what you intended.
