What about something like:
pull.mergeoptions (defaults to --ff-only)
pull.rebaseoptions (defaults to empty? --preserve-merges?)
branch.<name>.pull.mergeoptions (defaults to pull.mergeoptions)
branch.<name>.pull.rebaseoptions (defaults to pull.rebaseoptions)
