Most of the tests look to send messages that have expiration and are already-expired, so the setting shouldnt affect them after this change. The exceptions seem to be testAutoCreatedExpiryFilterAnycast / testAutoCreatedExpiryFilterMulticast that seem to send messages without expiration.
