OK i can take a look. It's for the TestMetaStoreConnectionUrlHook test,
that configures HMS with dummy metastore URL, hence we need a dummy one to
avoid trying to connect to it.

Actually, not sure if we can use Mockito here, because we need to load
this class configured currently via metastore.txn.store.impl (on the same lines
as the other comment)
