Isn't all this taken care of by the automake process?  

If a distro , or anyone else, tries to build with gtk3 then attempting to build 
certain plugins should fail at the configure stage.  The builder will then have 
to choose whether to stick with gtk+2 and have everything working or be a gtk3 
zealot and deprive their user base of the plugins which can not be complied 
with gtk3.
