Review comment:
       sorry for the delay, just back from a vacation. KeyToolkit is a utility 
that keeps various tools for key management (such as key rotation, kms client 
instantiation, cache control, etc), plus a number of auxiliary classes for 
internal use.

Review comment:
       @thamht4190 this is a public interface, so better off with standard 
string params. KeyWithMasterId is an auxiliary class for internal usage. Also, 
there is a value of keeping the C++ public API identical to the Java public 
API, to make the interop easier in the future.
