FYI @westonpace @vibhatha,
Substrait plans produced by duckdb don't even include the extensionUris at
the moment.
For example a plan would look like this:

{
"extensionFunction": {
"functionAnchor": 1,
"name": "add"
}
}
],
"relations": [
{
```
Whereas an isthmus produced plan, may look like this:
```
{
"extensionUris": [{
"extensionUriAnchor": 1,
"uri": "/functions_arithmetic.yaml"
}],
"extensions": [{
"extensionFunction": {
"extensionUriReference": 1,
"functionAnchor": 0,
"name": "add"
}
}],
"relations": [{
```
Should this be something we handle in acero? Or do we need to ask the
duckdb guys to add the extensionUris into their plans?
