Not sure what the R failures are currently - when I run `R -e
'pak::pkg_install(".")'` from the adbcdrivermanager directory things work fine
- is there a more appropriate command I should use to troubleshoot locally?
Also not clear on the C# failiure - I assume this has to do with having the
wrong path for the test to the adbc.h header. I don't really understand the
number of parent directories being counted on main within the test, so I assume
I am not resolving that correctly in this PR
