# Rationale for this change
`BYTE_STREAM_SPLIT` encoding was recently expanded to include all
fixed-width primitive types (primarily to support the `Float16` logical type,
but it has been [found](https://github.com/apache/parquet-format/issues/296) to
be beneficial for integer types as well).
# What changes are included in this PR?
The biggest change is adding the `type_length` from the Parquet schema to
the encoder and decoder interface. This is necessary to handle
`FIXED_LEN_BYTE_ARRAY` data.
