### Rationale for this change This helps simplify the steps to build pyarrow from scratch, and even lets it be self-contained within the repository ### What changes are included in this PR? This PR introduces meson-python as the build system ### Are these changes tested? Locally yes, although not all components are yet working ### Are there any user-facing changes? For developers the meson-python build system does not yet support all of the keywords the traditional setup.py has.
