I am not against the idea of loosening the restrictions for truly engaged contributors. However, this raises the question of how you determine who an engaged contributor is. And who makes the decision? To my mind, an engaged contributor is no different from a person committed to the project, and as such, rather than have an adhoc process to decide who should or should not be considered 'engaged', the PMC should consider these contributors to become committers. -- This is an automated message from the Apache Git Service.
