Because if https://www.sqlite.org/sqllogictest/dir?ci=tip doesn't specify a license and https://www.sqlite.org/copyright.html doesn't explicitly mention the test corpus (which one could argue is a separate artifact). Hence you cannot just copy that data (i.e. it would be a copyright violation). Even reading it during tests over the internet might be a bit of a gray zone.
