Review Comment:
I think I might know why. When `fallbackReasons` is empty, we do
`CometScanExec (V1) / CometBatchScanExec (V2)`. Otherwise, we do `scanExec`.
So perhaps when we have fallback, we should skip `checkCometOperators` in
`CometTestBase.java`?
