I can vouch for the accuracy of what you were told for EBD. I ordered their transitions a couple of years ago. It was 2 weeks before our wedding in Las Vegas and I thought a pair of transitions would be good there rather than carrying multiple pairs of glasses. I ordered from EBD because I could get 2 day shipping and pretty much guaranteed to get them in time.
When I got them, they did not get very dark outside, they didn't provide enough tint to really make them worthwhile as sunglasses. When inside, my wife told me I looked like a creepy pedaphile with their 10% tint. So I never really wore them, sadly was a waste of $120 (no sale at the time, and expedited shipping). I would suggest trying 39's transitions, let me know how they turn out, I'll be curious. I just ordered a pair of sunglasses from them this week, received them 4 days after ordering, unfortunately they were not tinted at all, even though it was on the order.
