It will vary by state and likely depends on how involved you are. I
would be cautious.
I'm a board certified optician, although I am currently not working in
the field.
I give assistance and advice to friends and family all of the time,
but I am very careful about how I do it.

1) I require that they bring a copy of a valid prescription.
2) I ask that they bring their old glasses.
3) I have them do their own ordering.
4) Ask them to come back to me when the glasses arrive, so I can
adjust them for fit.
5) I keep a copy of everything, just in case.

I am pretty much there to get their measurements right in terms of PD
and frame size and help them determine what lens material and options
are best suited to their RX.  Sometimes I will advise them what might
look best for their facial shape, but everyone is entitled to their
own opinion.

I have bounced around the idea of charging a small "consultation" fee
for providing this service, but have never followed through with it.
If I did so, the records I do keep would be essential, and I would
also have to declare any income I made from this.

Again, the laws about dispensing eyeglasses vary by state.  Although I
actively maintain my certification through CE courses and have many
years of on the job experience, I would be far more cautious in a
"license required" state than I would be here in Illinois.
