Note that this is not a theoretical question for the insurance
industry and for insurance regulators.  There is a heck of a debate
right now about the impact of GW on hurricanes and the insurance rates
for the North Carolina coast.   The regulators gave a 25% rate
increase this year and the industry wanted 100%.

If an event happens does it increase the probability of similar
events?  If you have a wide accepted theory like AGW, then it has to
have an impact on how we answer this question.
