As Pogo said, we have met the enemy and it is us. When UBL took down the trade center, we decided to remove him from the equation. The alternative is never ending stupid terrorist tricks. If the guy had been shot down without accomplishing his goal, the next guy would probably think twice. (OK, so he might take the Toyota pickup and actually be more successful...) I don't believe that an innocent person, regardless of how stupid he(she) may be, would ignore an order to land from an interceptor.
