Wow... I was about to say how GMail has no search for unlabeled messages,
but your post made me go look it up, and there is now.  Awesome.

That said... you're falling victim to the classic problem of the way search
works, and the way it displays results.  Search works on individual
messages, but typically it displays conversations.  And it shows the labels
applied to the conversation.  The product forum posts I've read about this
new search term, for your type of results, you want to turn off
conversation view.  That way, it displays the individual messages that your
search is applied to.

Also, you would want OR more instead of the AND that you currently have.
 Try this one to see if the results are closer to what you're looking for:
"has:nouserlabels -in:{inbox draft sent}"  {} means, OR these terms
