The "Uncheck all" option only appears when you have at least one checked
message on-screen (that is, on the page that is in the window, even if you
need to scroll down to see it).

Anyway, "Uncheck all" doesn't uncheck every message.  It only unchecks
those that are currently on-screen.  If there are other checked messages
not currently on the page, they would remain checked.

But not to worry.  Checked messages do not stay checked forever.  If you
log out from your Gmail account, it clears all the checked messages.  You
start fresh every time you log in.
