  Yes.  Pages spring into existance when you first edit them.  However, the 
OP wanted to create a "subdirectory", if you will:

.../twiki2/bin/view/Organizational/InternalResources/Speakers
                                                   ^^^
                                            note slash (/) here

  I believe that is not possible with a Wiki.

  For example: If I pull up the URL

        http://wiki.gnhlug.org/twiki2/bin/view/Test/FooBar

I get prompted to create the "FooBar" page.  But if I pull up the URL

        http://wiki.gnhlug.org/twiki2/bin/view/Test/FooBar/BazFum

I get told that the "Test/FooBar" web does not exist.
