*shrug*. It's up to Scott - either way, really. I do commercial web
hosting on the servers, so the economy of scale is pretty much the same
- it's a network of machines out in datacenter in Texas, so it's got
tons of bandwidth, redundant power, and so forth. I didnt' mean to imply
"I'd like to run the site out of a server in my basement" - that's
definitely a sketchy offer.
Anyway, I imagine that the Rails group would have an advantage in being
a GNHLUG affiliate no matter where it's hosted; additionally, I can't
speak for what software or approach Scott wants to use, so the software
might not even be an issue. GNHLUG definitely has a good setup going, so
continuing the approach might work well.
One more thought: What about making it a rubygroup.org subdomain? We
might want to talk to the boston.rubygroup.org people - I believe that's
the only Ruby Group currently hosted on RubyGroup.org. Even if the site
itself is hosted elsewhere, it might be nice to have an A record at
RubyGroup.org - maybe NHSeacoast.RubyGroup.org or somesuch. It could
even redirect to a Wiki page on GNHLUG.org.
(On a decidedly tangential note, I still can't believe the GNHLUG PySIG
got PySIG.org.)

That's a generous offer. The GNHLUG server has plenty of room, redundant
power, bandwidth, air conditioning and hosting, as likely do many of us.
The advantage I see in GNHLUG extending our offer is a bit of economy in
scale, a shared community for announcements and publicity. It shouldn't
be difficult to install software to support the group, within reason,
right?
