IMO: I usually view this thing we call "Linux" as more of a handle for all sorts of things related to free software. Remember, technically speaking, Linux is just the kernel, and that's pretty boring. We're really the Linux+GNU+X11+GNOME+KDE+Mozilla+Apache+Perl+Python+many_other_things user group; but that's too hard to type.

If Microsoft asks to host something with us, we can just say "no". Within certain limits, we can add new "virtual hosts" to run Ruby-related projects. It can't be any less efficient than TWiki already is. Any fledgling "affiliate" is also welcome to set-up a page or three on the existing wiki.
