No, it doesn't. When you boot Linux and get to the LILO prompt, you can
type
linux 3
(assuming that you haven't customized lilo and your runlevels from what RH
stock install configures them to be). This will bring you to text-mode
multi-user mode. You can reconfigure X in any number of ways from here.

ctrl-alt-<keypad_plus> and ctrl-alt-<keypad_minus> -- note that this can
be disabled in your XF86Config file, but isn't by default.

xf86config works great if you know exactly what settings you need, and you
know how to tweak the modelines if/when you need to. It's probably not
the best configuration tool for the beginner. I'd suggest XF86Setup, but
the RH 6.1 install usually does a pretty good job of configuring the video
hardware. If he's having trouble getting it working, he might want to
upgrade. It's also possible that the video card he's running isn't
supported under 6.0, in which case he'll be stuck at 640x480x16 VGA mode

You can also change virtual consoles by hitting ctrl-alt-F[12345] which
will put you in text-mode on /dev/tty[12345] if you've already got the
system booted into runlevel 5 (X graphical login), i.e. to go to /dev/tty1
hit ctrl-alt-F1. Note that this also can be disabled, but ordinarily
isn't.
