Best, of course, is relative. For something to factor into your
equation, let me recommend AdvanSys cards <http://www.advansys.com> as a
cheaper alternative.
I've bought a couple of their cards and have only good things to say
about them. Others have bragged about their speed and chipset, but I don't
know and haven't worried about those issues. What I know is that they work
quite nicely; they're supported in the GNU/Linux kernel, with one simple
driver for all models of cards. The one time I used their tech support --
over an issue with a odd BIOS in a Yamaha CD-RW -- the support was lightning
quick and very accurate. They definitely know and support GNU/Linux.
