You are correct that FDR was the only president to have served for more
than 2 terms. There was no restriction on how many terms a president
may serve until after FDR's death. It was George Washington who
established the two-term convention when he stepped down. That
amendment was passed while Harry Truman was president, and he also
decided to step down after serving his second term.
