dangerous waters... people argue over RDMBS's the way people argue over
vi vs. emacs...
For modest requirements, I'd like to suggest MySQL and PHPMyAdmin which
is a set of PHP scripts which allow you to manage your database(s) via
your browser...

btw, fwiw, freshmeat, /. , sourceforge and thinkgeek all use MySQL
questionexchange.com uses oracle 8i on Linux.
