Did you install the development packages? They have names ending in
"-devel". The development packages contain the files needed to compile
packages from source that use said package. For example, package "qt"
provides the runtime libraries needed to run programs that use Qt, while
"qt-devel" provides the C header files, static libraries, and utilities needed
to compile Qt programs.
I have found most other distros follow the same approach.

No such thing exists. If package "foo" from freshmeat uses library "bar"
that is not included in your distro, then it will not work. There is no
distro in existence that includes every possible library in the known
universe.
