I would have to agree with Bob.  

Win95(a) supported VFAT and FAT16.  (Check your Ted T'so notes from the Fall
Quarterly GNHLUG meeting if you doubt me.)

Win95(b) and Win95(c) both support FAT32. 

Win95(c) is basically Win95(b), plus Internet Exploiter 4.0, plus USB
support and some bug fixes.
