But, XML is not a format, open or otherwise.
It is a framework for defining formats. It can define open formats,
or proprietary formats. It is the latest incarnation of what was called,
in the 1970's and 1980's, "self defining data", among other things.
But, at least the definition process is more open.
Each step to openness is a step in the right direction.
