It's put there by the Netscape browser to prevent against some sort of
exploit - if the cookies file is run as Javascript it will get stuck on
the first line and not execute code placed by some other cookie.  I
don't know the details.  If you delete it Netscape puts it back.

I expected to find the answer in a FAQ somewhere on the web, but no
luck - only more people asking about it :(
