Yeah, and it would be cool if only we could outlaw guns too, so then
the only people with them would be the bad guys!
You can't legislate human behavior. Spammers are already breaking
the social mores and values of the net. Having these things written
down by any given government is pointless, since:
a) you already can't really catch them
b) our laws don't apply outside our borders for the most part
c) if you can't catch them, and our laws don't apply to them
if you do, then we're really exactly where we are now.
