SPAM filtering in general has been controversial because in some cases, as Bob Bell pointed out, legitimate email is filtered out. One example is that on one of the listservs I run, all majordomo email to bellsouth.net was trashed. I had several recipients. When we moved the BLU to the new server and Mailman, magically, those bellsouth recipients are now receiving mail from the listserv. I've had similar problems with other ISPs. The other problem with SPAM filtering at an ISP is that some people may not want their email filtered.
